CHECK LIST FOR SUBMISSION OF ENROLLMENT FORM FOR HAJJ 2009

  1. A copy of latest Enrollment & Munazim card  alongwith quota allotted to the company must be attached.

 

  1. All columns of Enrollment form must be filled in legible block letters.
  1. The enrollment form must be submitted in original.

 

  1. All documents must be stamped and signed by the applicant company with latest Munazim card & enrollment number.
  1. The approval of change of Chief Executive/Director from Ministry (if differs from the previous one) must be attached with the application form.

 

  1. The approval of change of address from Ministry (if differs from the previous one) must be attached with the application form.
  1. Proven experience details must be provided in year-wise format as given in the application form for enrollment.

 

  1. The attested copies of following documents (latest) must be attached with the enrollment form in following sequence:

i)                    Enrollment for 2008
ii)                   Latest Munazim card
iii)                 Incorporation certificate
iv)                 Certificate of paid up capital of Rs. five million.
v)                  List of directors (form 29)
vi)                 NTN certificate of Company, C.E. & Directors
vii)               Income tax statement of last year.
viii)              CNICs of C.E. and Directors
ix)                 Experience details (year wise)
x)                  Category Assessment Form
xi)                 NADRA’s clearance of their dues for verification
xii)               Undertaking that the company has:
a)      Properly maintained office premises, opened throughout the year.
b)      Will opening the non chequing account as per instruction of the Ministry.
c)      The company is neither black listed by the Saudi Authorities nor by Ministry of Religious Affairs

10.       ELIGIBILITY CRITERIA - (Existing)

a)     That the earlier practice of Bank Guarantee of Rs.5000/- per Haji shall be substituted with a cash deposit with the Ministry (to the extent indicated in the chart below) which shall be refunded after four months of the end of Hajj season subject to following conditions:-

         i.            That no serious complaint has been received against HGO from any Haji or Monitoring Teams during the previous Hajj season;

         ii.            That the Saudi Hajj Ministry has not lodged any complaint against the HGO;

         iii.            That the over-all performance of the HGO has remained satisfactory;

         iv.            That the HGO fulfilled the commitments, made with the Hujjaj honestly;

         v.            That the accommodation hired by the HGO & other facilities should commensurate with the package offered to the Hujjaj & shall be open to inspection by the Pakistan Hajj Mission in the Kingdom of Saudi Arabia;

b)     That the HGO possesses the capacity, skill & financial means to facilitate the Hujjaj befittingly;

c)      That Saudi Taleemat shall be observed strictly in the light of para 17

d)     Only those applications shall be entertained which have been submitted within the stipulated time-frame.

 

12.       CATEGORIZATION OF HGOs
The purpose of categorization & introduction of Eligibility Criteria is to ensure transparency, introduce deserving companies on merit, to weed out companies who do not possess the appropriate financial capacity to deliver, to discourage people from exerting untoward pressures etc.

Following categorization of the HGOs and corresponding allocation of quota shall be introduced for Hajj – 2009:-

NOTE
§               Quantum of seats to be allocated to each category shall be announced after the category is selected by the HGOs in writing and within the stipulated time;
§               Depending on the trend of enrollment applications and the pattern of choice of category made by the HGOs, the quota corresponding to each category would be determined and allocated accordingly.
§               Higher the selection of category, higher would be the allocation of seats;
§               If a large number of HGOs qualify for a higher category wherein they cannot be accommodated due to limited number of seats, then the distribution of quota shall be strictly on merit i. e. through ballot and the remaining unsuccessful HGOs will compete for a lower category/categories;
§               In case the company is hit by one or more given parameters, it can be adjusted within the range provided for that category or would be scaled down to a lower category & cash guarantee would be received for the revised category only.
§               The maximum ceiling provided within a particular category can witness upward revision/adjustment depending on the volume of applications filed for any category.

13.       QUALIFYING STANDARDS FOR HGOs (CATEGORY-WISE)
            Besides the Eligibility Criteria mentioned above, some additional parameters (category-wise) are being spelled out as below which would qualify the companies for selection under each category.

 

 

Category A

            Only such HGOs would qualify for this category:-

a)                 Who have completed at least five Hajj operations;

b)                 Who have successfully utilized complete quota allocated to them;

c)                  Who do not have any complaint from Hajis or Pakistan Hajj Mission during the last five Hajj Operations;

d)                 Who have never violated the Service Providers Agreement during the last five Hajj Operations;

e)                 Who have not violated the Saudi Taleemat or there has been no complaint from Saudi Hajj Ministry;

f)                    Who have permanent registered office open throughout the year;

g)                 Chief Executive, any Director or authorized representative of the company has remained in Saudi Arabia during the entire stay of the Hajis.

h)                  Who have submitted application to the Ministry within the stipulated time.

Category B

            Only such HGOs would qualify for this category:-

a)                 Who have completed at least four Hajj operations;

b)                 Who have utilized complete quota allocated to them;

c)                  Who do not have any complaint from Hajis during the last four Hajj operations;

d)                 Who have not violated the Service Providers Agreement during the last four Hajj operations;

e)                 Who have not violated the Saudi Taleemat;

f)                    Who have a permanent registered office open throughout the year;

g)                 Chief Executive, any Director or authorized representative has remained in Saudi Arabia during the stay of the Hajis.

h)                  Who have submitted application to the Ministry within the stipulated time.
Category C

Only those HGOs would qualify for this category:-

a.                  Who have completed at least three years of Hajj operations;

b.                  In case HGO does not utilize full quota within given time, his quota will be reduced by unutilized seats (unless valid reasons are provided). However, it will not be less than 45.

c.                  Who do not have more than two minor complaints from the Hajis;

d.                  Who have not committed any major violation of Service Provider Agreement;

e.                   Who have not violated the Saudi Taleemat;

f.                    Who have a permanent registered office open throughout  the year;

g.                  Chief Executive, any Director or authorized representative has remained in Saudi Arabia during the stay of the Hajis.

h.                  Who have submitted application to the Ministry within the stipulated time.
.

Category D

Only those HGOs would qualify for this category:-

a.                  Who have completed at least two years of Hajj operations;

b.                  In case HGO does not utilize full quota within given time, his quota will be reduced by unutilized seats (unless valid reasons are provided). However, it will not be less than 45.

c.                  Who do not have more than 3-4 minor complaints from the Hajis;

d.                  Who did not fully abide by the Service Provider Agreement;

e.                  Who have not violated the Saudi Taleemat;

f.                    Who have a registered office but not open throughout  the year;

g.                  Chief Executive, any Director or authorized representative has remained in Saudi Arabia during the stay of the Hajis.

h.                  Who have submitted application to the Ministry within the stipulated time.

 

Category E

Only those HGOs would qualify for this category:-

a.                  Who have completed at least two years of Hajj operations;

b.                  In case HGO does not utilize full quota within given time, his quota will be reduced by unutilized seats (unless valid reasons are provided). However, it will not be less than 45.

c.                  Who have serious complaints from the Hajis but have been compounded;

d.                  Who have not committed serious violation of the Service Provider agreement;

e.                  Who could not fully abide with the Saudi Taleemat;

f.                    Who do not have a permanent registered office open throughout the year;

g.                  Chief Executive, any Director or authorized representative has remained in Saudi Arabia during the stay of the Hajis.

h.                  Who have submitted application to the Ministry within the stipulated time.

NOTE

            During the Hajj – 2009, no quota shall be allocated to an HGO against whom complaints of serious nature have been received from Saudi Hajj Ministry or Monitoring teams at Makkah Mukarramah or Madina Munawwarah or who have been black listed during Hajj-2008.

 

14.       GENERAL INSTRUCTIONS

a)           Strict Monitoring System shall be brought in place to facilitate the Hujjaj;

b)           The allocation of quota shall be made on the basis of performance of the HGOs;

c)            As per directions of Saudi Authorities, no new induction of HGOs will be undertaken for Hajj 2009;

d)           Penal provisions are being introduced for the sake of deterrence as below:-

i.            In case of serious violation(s) reported by the Saudi Hajj Ministry, Pakistan Hajj Mission  or Haji, the HGO shall be blacklisted and banned for at-least one Hajj operation;

ii.            The HGO in order to be restored shall be kept under strict surveillance;

iii.            In case of serious violation(s) subsequently proved in the process of enquiry from Ministry of Hajj Saudia or Ministry of Religious Affairs or Pakistan Hajj Mission,  an amount to the extent of 10-20% shall be forfeited from the cash deposit (Guarantee Money) of HGO;

iv.            Complaints by the Hajis should be filed where and when cause of complaint has arisen and decided on the spot by the Monitoring Cells or the Ministry, as the case may be;

v.            Such complaints in Saudia should be filed with the Pakistan House (Main Cells) & Sectoral Cells;

vi.            If nature of complaint is serious, then the Sector Cell Incharge shall recommend for hearing by a panel in Pakistan;

vii.            Where the allegations, leveled by the Hajis, are proved to be baseless and unfounded (without any corroborative evidence), he will be forced to render forgiveness in writingand in future no notice will be taken upon his complaint;

e)           In accordance with the desire of the Prime Minister of Pakistan, total transparency shall be ensured by introducing an effective system of monitoring to check corruption and provide maximum facilities to the Hujjaj.

f)              Cash deposit (guarantee) shall be deposited in the bank account being maintained by the Ministry and shall only be refunded after four months of the end of Hajj season subject to conditions given at para-10(a).

Subject:            POLICY AND PLAN FOR HAJJ –  2009.

 

Salient features of Hajj Policy and Plan for Hajj – 2009, as approved by the Cabinet in its meeting on 17-06-2009, are as follows:

GOVERNMENT HAJJ SCHEME

RECEIPT OF HAJJ APPLICATION

The applications for Hajj-2009 will be invited w.e.f. 22-06-2009 under Government Scheme. The closing date will be 11-07-2009 . The applications will be received through designated bank branches of ABL, HBL, MCB, NBP, UBL & ZTBL. Machine Readable International Passport (MRIP) in original will have to be deposited with the same bank branches within four (4) days of the ballot by the successful applicants, otherwise, they will be declared un-successful.

NUMBER OF PILGRIMS

As per agreement with the Saudi Govt, 159,647 Pakistani nationals will perform Hajj 2009. The number of pilgrims under the Government Scheme would be 80,000 and those under HGO Scheme would be 79,647.  Additional quota of 10,353 has already been requested from the Saudi Government.

CNIC
Mandatory requirement of Computerized National Identity Card (CNIC) for filing of Hajj applications will remain intact

IMRP

Saudi Government will affix Hajj Visa only on Machine Readable International Passport (MRIP), having validity of at-least one year on the date of filing the Hajj application.

 

REPEAT HAJJ

No Hajj application shall be entertained for repeat Hajj, if the applicant has performed Hajj during the last five years except in three cases viz Mahram of a lady who did not perform Hajj earlier, Group Leader & Hajj-e-Badal.

BALLOTTING

The ballot shall be held if the applications are received in excess of the seats available under Govt. Scheme. There will be no special quota and the hujjaj will be selected 100% through ballot under Government Hajj Scheme.

The applicants who have been unsuccessful in the ballot during last two years (i.e. Hajj December 2007 and Hajj December 2008) consecutively under Government Scheme shall be declared successful without ballot.
Unsuccessful applicants of a Hajj year will be declared successful in the succeeding Hajj year if they choose not to withdraw Hajj dues deposited by them;

FLIGHT OPERATION:
The Hajj Flight Operation will commence with effect from the 1st of Zul Qaadah 1430H. / corr. (20-10-­2009) and will end as on 4th of Zul Hijjah 1430H. / corr. (23 -11-2009). Hujjaj would travel by PIA and Saudi Arabian Airline.
PIA and Saudi Airlines would airlift the Hujjaj. With the exception of two feeder Airports i.e., Sukkur and Faisalabad all other Airports (Islamabad, Karachi, Lahore, Peshawar, Quetta, Sialkot, Rahim Yar Khan) would be used for direct flights to and from Jeddah and Madina;

PERSONAL EXCHANGE QUOTA

After deduction of compulsory hajj dues, accommodation charges and special services charges payable to Saudi Agencies, the balance amount in foreign exchange would be provided in cash to intending pilgrims before their departure from Pakistan to meet day-to-day expenses in Saudi Arabia.
ACCOMMODATION

There will be only one category of accommodation for Hajj - 2009 in Makkah Al-Mukarramah. There is an acute shortage of buildings in the vicinity of Haram Sharif due to demolition of buildings in Makkah Mukarrramah. After detailed deliberations, it was decided that following provisions for hiring of accommodation for Hajj Pilgrims for Hajj – 2009 will be observed:-
a.       The maximum rent in Makkah Mukarramah shall be SR.3200 per pilgrim upto 2000 meters; 
b.      In case the required accommodation cannot be hired within the range of 2000 meters, available accommodation beyond 2,000 meters in Mehboos-al-Jin and Azizia upto SR.3200 per pilgrim will be hired subject to provision of shuttle bus service having a frequency of at least 4 times a day;
c.       Accommodation in Madina Munawwarah shall be hired at SR.400 per pilgrim per cycle, to be paid on actual occupancy basis within 1,000 meters;
d.      The distance limit can be crossed by the least possible only in exceptional cases both at Makkah and Madinah.

TRAINING PROGRAM
The Ministry gives high priority for training of pilgrims. Master trainers from the teaching faculties of Arabic and Islamic Studies Departments of the Universities and the experienced master trainers working on voluntary basis will impart training to pilgrims upto Tehsil level. The Provincial Governments also provide all the necessary facilities for training programs. PTV and Radio Pakistan will also run special programs on Hajj. The intending pilgrims are advised to attend the training programs regularly.

HAJJ MATERIAL

Updated CDs on Hajj are made available in the Haji Camps at a nominal price for the benefit of the pilgrims. Hajj booklets Anwar-e-Harmain and Aamal-e-Hajj will be provided to the pilgrims to enable them to prepare for Hajj.

AAB-E-ZAM ZAM

The pilgrims are allowed to bring 10 liter can of Aab-e-Zam Zam free of cost with their luggage.           

SUIT-CASE

PIA will provide each haji a suitcase as per specifications, given by Saudi authorities.
